"On July 4, we give a special gift from America," Salazar said at a press conference at nearby Ellis Island.
The statue was closed to the public after 9 / 11 for security reasons. The base, pedestal and lower observation deck were reopened.
Salazar said it based its decision on an analysis of the structure completed last month by the National Park Service, including recommendations for reducing risks for visitors.
One hour thirty visitors chosen by lot shall be allowed to visit the crown, which is accessible only by a narrow 168-step double-helix staircase. Visitors will take the crown in 10 groups, led by a ranger.
"You cannot eliminate all risk of escalation to the crown, but we are taking steps to make it safer," said Salazar.
Include increased security measures, the railings of the staircase and around the park rangers to help visitor’s statue.
Salazar also announced that $ 25 million in funding will be used to encourage improvements in Ellis Island, the historic immigration center in the port of New York. The work will include the stabilization of a 1908 building and make repairs to the island’s crumbling dam.
The Interior Department said 40 percent of Americans can trace a family connection to Ellis Island.
The Statue of Liberty will be open for the next two years. Then shut down again for more safety work.
